I've missed some details, what's the case study about? Something to do with immigration and integration?

Right now I'm 30 kilometers south of Hamar, in a small town where someone plans to establish an asylum centre for youth. Locals are worried about the numbers - the plans say up to 100 youths may be living in the centre at once, and this is such a small town it's only a shop, a church and a railway station. 100 sounds like a lot. I think many people would be OK with fewer though. It's going to be interesting to see how this plays out in any case. I think finding enough employees with the right skills and enough people (volunteers or employees) who could "facilitate" some "integration" into the local community will be a huge challenge at that scale. If the plans go ahead I hope I'm wrong..
